Need help with horizontal lines

I would like to have something which looks like this.

Those lines should of course not be full of holes. They should be like this one:

Thanks for that :). Now I just got another problem. When I type.

Text here bla bla

Here the other text.

Then how to make space between \hrule and 'Here the other text' I have tried with 2 times \\ but it won't work :S
